Agencies administering HUD’s HCV and PBV voucher programs can use the new checklist in MS Excel and two PDF formats to conduct an NSPIRE inspection. HUD suggests this optional tool be used in areas lacking internet connectivity.

Even if a PHA or other agency has applied for the extension, the next year will need to include lots of “getting ready”. These tools for NSPIRE will be very useful for PHAs and other agencies getting ready to implement NSPIRE for voucher programs. REAC will issue an NSPIRE software application for voucher programs in the coming months. HUD notes that agencies that participated in the NSPIRE Demonstration may continue using the app they already used to conduct NSPIRE inspections.
This form is not required to be used on voucher program inspections, so long as the inspections are conducted in accordance with a consistent application of the NSPIRE Standards.
