We have a REAC inspection coming up and all the smoke detectors are working and none are placed in the bedrooms but are instead installed in hallways. Do we need to install new ones in the bedrooms even though they do not exist now.

The UPCS Inspection code only has a single requirement for smoke detectors, which is that you have to have at least one working smoke detector per dwelling floor in an apartment. There are no other requirements regarding the location, type, or the number of smoke detectors in an apartment. So, in your case, there is no requirement to have smoke detectors in the bedrooms - the only requirement is to have a single smoke detector, and to ensure that all installed smoke detectors are functioning properly.
