HUD COVID-19 Updates Q&A Guidance 4/2/20

Updated HUD COVID-19 Guidance:

On April 2, 2020, HUD updated the COVID-19 Q&A Guidance.  In this fourth update, HUD provides updated guidance relating to the following topics:

Processing  of recertifications and interim certifications

HUD provides updated guidance regarding the allowance of self-certification of income when a household’s income has decreased as a result of COVID-19 and the collection of signatures on the HUD Form 9887 and 9887 A. The updated document also incorporates HUD’s guidance on TRACS published on March 24, 2020.

Cost of PPE for property staff as a project expense  –

Updated to clarify the PPE for staff are eligible costs with prior HUD approval

CDC  specific guidance for retirement communities and independent living facilities

HUD reminds owners that the CDC published guidance regarding retirement communities and independent living facilities is also applicable federally assisted independent housing with support services for older adults

New Guidance on Construction and Loan Processing

In addition to updating the previously issued guidance, HUD also added several new Q&A related to the following topics:

  • Construction cessation and delays
  • Construction draws when an on-site inspection is not possible
  • Virtual On-site Construction Inspections
  • Appraisal Inspections
  • RAD –  Construction Delays, CNA requirements, and tenant meeting requirements
  • Accessing Reserves to pay debt service for FHA insured properties
  • Forbearance of FHA-insured or Risk Share multifamily loans
