HOTMA has changed everything about HUD Compliance, as well as many other housing programs. Everything except for the forms. Well, that’s all about to change.

HUD has published Housing Opportunity Through Modernization Act of 2016 (HOTMA) related forms to the HUD Drafting Table to ensure stakeholders have adequate time to consider and offer comment on proposed changes to these forms.

A notice was published in the Federal Register on July 9, 2025 seeking the input and feedback of the public, including affordable housing industry stakeholders.

What HUD Forms are Being Updated for HOTMA?

The updated forms include some of the most fundamental forms to HUD compliance, including the 50059, HUD Model Lease, HUD 9887/9887a, as well as commonly used forms related to verification, EIV, Recertification Notices and much more.

Below is a complete list of the forms that have been updated and are seeking comment. Please note: these forms should not be used at this time, as they might be changed to include concerns from public comments.
