On December 17, 2024, HUD issued aNotice PIH 2024–39 / H 2024-11 extending the compliance period for inclusion of point deductions in the physical inspection scores for new affirmative requirements under NSPIRE to October 1, 2025.
HUD has decided to delay scoring the new affirmative requirements because it says it understands that stakeholders are still in the process of complying with new requirements, so there will be no point deductions until at least October 1, 2025. But, in order to give owners and residents an idea of what scores would be if HUD had scored the new NSPIRE affirmative requirements, it will flag them on reports with a caret symbol (^).

- Minimum Heating, Ventilation, and Air Conditioning (HVAC) Standards
- Interior Lighting
- Minimum Electrical and Lighting
The notice adds that the extension is applicable to Public Housing and Multifamily Housing programs and does not impact defects that are not scored (smoke alarms, calls for aid, carbon monoxide devices, and handrails). By delaying the scoring on these standards, it does not affect the requirements for Low Income Housing Tax Credit, HOME, or Voucher Programs. In short, the delay on scoring only impacts NSPIRE Inspections conducted by REAC.
