The new compliance date for NSPIRE for Vouchers (NSPIRE-V) is October 1, 2025. According to Richard J. Monocchio Principal Deputy Assistant Secretary Office of Public and Indian Housing, the change was made due to agencies’ fear that they may not be able to meet the compliance deadline of October 1, 2024.

“We have heard from many agencies that implementing NSPIRE with so many other new HUD regulatory requirements has been challenging,” Monocchio says in the letter. 

Some key points from Monocchio’s letter about NSPIRE for Voucher Extension: 

  • The official announcement will be made in the National Register 
  • HUD will reissue the original NSPIRE-V administrative notice with the new deadline 
  • Carbon monoxide alarm requirements remain in effect 
  • PHAs will still have to comply with new fire alarm requirement by December 23, 2024 
  • The visual assessment standard for potential lead-based paint hazards still applies since NSPIRE didn’t revise the existing requirements; 
  • Housing agencies that have existing approvals for criteria variations will still need those approvals reviewed by HUD, but the new deadline for doing so will be October 1, 2025.
