If you’re a borrower, property manager, or lender involved with USDA’s Multifamily Housing (MFH) program, there’s a key change coming your way — and it’s all about how you submit reserve requests.

The USDA Rural Development Office of Multifamily Housing (MFH) is rolling out a new centralized process for handling reserve withdrawals. The goal is to make things easier, faster, and more consistent for everyone involved.

What’s Changing?

Starting this fall, reserve requests will no longer go through the same field office process you’re used to. Instead, the MFH Field Operations Division is launching a centralized email-based system to simplify everything.

This is part of a broader effort to modernize government services — improving response times, cutting down on paperwork, and ultimately saving money for both customers and taxpayers.

What You’ll Need to Do

Beginning on the rollout dates below, all reserve requests must be submitted by email to: RD.MFH.Submissions@usda.gov

You’ll also need to follow this exact format in your subject line:

Borrower ID (9-digit number) – Project Number (3-digit number) – Reserve Request – Property Name
Example: 123456789-123-ReserveRequest-ABC Manor

Required Attachments Include:

  • Form RD 3560-12 (submitted on its own, not bundled with anything else)
    • Make sure the filename includes “3560-12”
  • Invoices that match what you’re requesting funds for (each as separate attachments)

If your email is missing any of this info or isn’t formatted correctly, it will be sent back and won’t be processed.


Rollout Timeline: When It Starts in Your Region

Different regions will start using the new system on different dates:

  • Northeast Region: Goes live October 23, 2025
    CT, DE, MA, MD, ME, NH, NJ, NY, PA, RI, VA, VT, WV
  • Midwest Region: Goes live October 23, 2025
    IA, IL, IN, KS, MI, MN, MO, ND, NE, OH, SD, WI
  • West Region: Goes live November 13, 2025
    AK, AZ, CA, CO, HI, ID, MT, NM, NV, OR, UT, WA, WY
  • South Region: Goes live November 13, 2025
    AL, AR, FL, GA, KY, LA, MS, NC, OK, PR, SC, TN, TX, VI
