A new HUD matching report is now live in EIV — and Owners/Agents have just 30 days to act.

HUD issued this communication on May 21, 2026. Owners/Agents must access the EIV-SAVE Tenant Matching Report and resolve all identified discrepancies within 30 calendar days of that date. Failure to act may result in EIV penalties and APPS compliance flags.
Overview
HUD’s Office of Multifamily Housing Programs has released a significant new compliance tool that every Section 8 Project-Based Rental Assistance (PBRA) Owner and Agent needs to know about — and act on immediately. The EIV-SAVE Tenant Matching
Report is now available in HUD’s Enterprise Income Verification (EIV) system, and it carries a mandatory 30-day response window.
This new report is a direct outgrowth of two key legal mandates: Section 214 of the Housing and Community Development Act of 1980 and Executive Order 14218, “Ending Taxpayer Subsidization of Open Borders.” Together, these require that PBRA assistance be provided only to U.S. citizens and noncitizens with eligible immigration status.
What Is the EIV-SAVE Tenant Matching Report?
The EIV-SAVE Tenant Matching Report is a point-in-time report that cross-references tenant data submitted to HUD’s Tenant Rental Assistance Certification System (TRACS) via HUD-50059 certifications against information held in U.S. Citizenship and Immigration Services’ (USCIS) Systematic Alien Verification for Entitlements (SAVE) system.
The report is designed to surface tenants where a potential discrepancy exists between the citizenship or eligible immigration status recorded in TRACS and what SAVE returns as an initial verification response. Importantly, inclusion on the report does not mean a tenant is ineligible — many discrepancies will be traceable to simple data-entry errors in the HUD-50059.
At present, this is a one-time report. A tenant will remain on the report until HUD publishes an updated version. HUD has indicated it may move to a routine publication schedule in the future. Owners/Agents can access reports only for projects assigned to them in EIV. If no report exists for a given project, there are no discrepancies to resolve.
How to Access the Report
Accessing the report requires both EIV and SAVE access. To view it:
- Log in to EIV and select USCIS-SAVE System under External Links on the EIV home page. (Note: this link previously redirected to SAVE directly — it now opens the EIV-SAVE Tenant Matching Report.)
- Use the drop-down menus to select a Contract Number or Project Number. Only properties with identified discrepancies will appear in the list.
- Click Get Report to generate the point-in-time matching results. For EIV access issues or project assignment questions, contact: MFH_EIV@hud.gov.
Required Actions: Seven Steps to Resolve Discrepancies
HUD’s Attachment B lays out a clear, sequential process. All steps must be completed for each tenant listed in your project’s report.
Step 1 — Understand SAVE Responses
Log in to SAVE and navigate to Help > Resources to locate the Guide to Understanding SAVE Verification Responses. Review the “Initial Verification Responses” section before interpreting any USCIS Response column data in the EIV report.
Step 2 — Pull the EIV-SAVE Report
Log in to EIV and navigate to the USCIS-SAVE System report under External Links. Select the contract or project number to review.
Step 3 — Identify Tenants Requiring Action
For each tenant on the report, check the USCIS Response in the final column. If a tenant is no longer receiving assistance or no longer resides at the property, no further action is needed.
Step 4 — Verify Documentation
Confirm that the tenant’s file contains acceptable evidence of eligible immigration status as required by 24 CFR Section 5.508, and prior SAVE verification results (including Class of Admission) where applicable. If required documentation is missing, the owner/agent must obtain it and verify the tenant’s status per 24 CFR Section 5.512.
Step 5 — Correct Data Entry Errors
Verify that the tenant’s biographic information in Section C of the HUD-50059 (name, date of birth, relationship code, citizenship status, SSN, alien registration number, etc.) is accurate based on file documents. Correct any errors immediately by transmitting a corrected HUD-50059 to TRACS. Important: do not use dashes when entering alien registration numbers (e.g., enter A123456789, not A-123-456-789).
Step 6 — Submit a New SAVE Case if Needed
If Steps 4 and 5 do not resolve the discrepancy, create a new SAVE case using a full nine-digit SSN and/or immigration enumerator (A-Number, I-94, SEVIS ID, Naturalization Certificate Number, or Visa Number). If ineligibility is confirmed after all steps, follow 24 CFR Section 5.514 before reducing or terminating assistance. An appeal and informal hearing must be offered before any action is taken.
Step 7 — Retain Records
Retain a copy of the EIV-SAVE Tenant Matching Report in both the project’s EIV Master File and the individual tenant file, along with detailed notes on every action taken to resolve each discrepancy.
Key Compliance Reminders
- No Premature Action: Owners/Agents may not deny or terminate assistance based solely on a discrepancy in the report while further investigation is still required. Proper process must be followed.
- Mixed-Status Families: A family with both eligible and ineligible members (as defined in 24 CFR Section 5.504) is entitled to prorated assistance. Proration rules remain in effect. Ineligible Noncitizens Already Excluded: Tenants already classified as ineligible noncitizens in TRACS are not currently receiving PBRA and will not appear in the report.
- SAVE Limitations: SAVE is a verification tool only — it cannot correct source records. If a tenant believes their federal record contains errors, they must contact the relevant agency directly (SSA or USCIS).
- Non-Compliance Consequences: Failure to complete the steps outlined in this communication may result in EIV penalties per Handbook 4350.1 REV-1, Ch. 9-19, and/or APPS compliance flags.
