HUD Final Rule - Streamlining Administrative Regulations

On March 8, 2016, HUD published a Final Rule on Streamlining Administrative Regulations

The effective date of the Final Rule is April 7, 2016. Portions of this final rule affect the Public Housing (PH) Program, the Housing Choice Voucher (HCV) program, the Community Planning and Development (CPD) Programs and the following Multi Family Housing Programs:

  • Project-Based Section 8 (New Construction, State Agency-Financed, Substantial Rehabilitation, Rural Housing Services, Loan Management Set-Aside and Property Disposition Set-Aside)
  • Section 8 Moderate Rehabilitation
  • Rent Supplement Program
  • Section 202 Supportive Housing for the Elderly (including Project Assistance Contract and Project Rental Assistance Contract (PRAC)
  • Section 811 Supportive Housing for Persons with Disabilities (including PRAC and Project Rental Assistance)
  • Section 236 Interest Reduction Payments Program
  • Rental Assistance Payment (RAP) Program
  • Sections 221(d)(3) and (d)(5) – FHA Insurance Programs for New Construction or Substantially Rehabilitated Multifamily Rental Housing
