A 100% UPCS (Uniform Physical Conditions Standards) Inspection is an inspection of 100% of all inspect-able areas, including all common areas, units, systems, common areas, building exterior, and property site. These inspections have been used for preparing for REAC Inspections, completing annual unit inspections, due diligence inspections at property acquisitions or sale for both HUD and LIHTC, Inspection of properties prior to LIHTC audits, and many other issues. A failed REAC Inspection can be appealed by either using a Technical Review or Database Adjustment. You only get one attempt at an appeal, and U.S. Housing Consultants can help you make sure that your appeal has the best chance possible. We have written over 500 successful REAC Appeals for all types of housing agencies, ranging from Housing Authorities, to Multifamily Program Projects, and Nursing Homes and other building types. The best insurance against a failing REAC Inspection score is the package that we created several years ago, which combines together a site inspection the day before your REAC Inspection that works with your maintenance staff to address any and all last minute issues, and accompany your staff and the REAC Inspector during the course of the REAC Inspection to ensure that the inspection is performed properly and that issues are recorded correctly where they are found. U.S. Housing Consultants is now working with cities across the country on passing local codes and ordinances requiring private landlords to make their units meet UPCS Inspection standards.We are working with municipalities to either complete the inspections ourselves or to train the city building department on UPCS standards, as well as training landlords on the standards that they must now meet. We create our own inspection reports for Pre-REAC and 100% UPCS Inspections, and all of our reports are customizable and able to be provided to our clients within hours, not days. Our reports are all produced in Adobe PDF and can also be produced in Microsoft Excel, Word, and HTML upon request.  Our reports detail every violation by specific location and by the specific details of the issues that need to be addressed, unlike many other systems which only provide you with the "approximate" information, or other consultants who provide their clients with reproductions of the REAC report that are often seen as confusing and undetailed. U.S. Housing Consultants has created our own software, Blue Steel Technology, which we use to complete our Pre-REAC and 100% UPCS Inspections. This software is operated using a handheld computer and the information is synched with our servers in New Hampshire via an internet connection. As soon as the inspection is completed, your inspection can be processed within hours (no more than 12 hours from the completion of the inspection). The completed report will be processed and emailed to your attention as soon as our inspector can establish an internet connection. This is the fastest turn-around in the industry.
